There are moments within the Washington beltway which are universally known. For example when an elected official has moved beyond electability or when the House or Senate is poised to shift from one ideology to another. The current moment is a knowledge of stagnant movement - Congress and Washington don’t appear to be moving on nearly anything. With such a moment it begs the question for a majority spending money and time in Washington - is your influence working? 

A majority have worked on real issues with real possibility for movement but the reality that is a slow-moving Congress means that most of these legislative ideas stand a smaller and smaller chance of being passed or seeing any real development. Can one simply continue to pay for lobbyists or spend time in Washington when there’s no clear momentum?
