In three weeks of violence, Colonel Muammar Qaddafi has used air assets to attack unarmed protestors, import mercenaries and weapons and deny suffering civilians access to aid. Extensive discussion about the best way to protect civilians has centered mostly on whether or not the United States should implement a no-fly zone.
