postheadericon Necessity must dictate action in Libyan crisis

As developments rapidly unfold in Libya, paralysis prevails at the United Nations Security Council. It also threatens NATO as its Secretary made clear the organization has no plans to intervene, and any operational role would be pursuant to a U.N. mandate. Effective support for anti-Gadhafi forces may require an ad hoc interntational coalition.

Actions must be dictated by necessity which means guidance by demands and realities on the ground. Flexibility is essential in dealing with fast-moving events. The clear and ultimate objective must be removing the Gadhafi regime.

Use of force must be directed by proportionality. In principle, a soft touch of support is preferable to hard-fisted action but all forms of assistance must be considered. Options must range from arming identifiable factions to aerial attacks. Preparations must be made for all possible scenarios, particularly if protracted conflict ensues. At present, the light foot-print of covert action is more useful than heavy boots on the ground. Should anti-Gadhafi forces suffer serious setbacks, assistance must shift accordingly.
