Elizabeth Warren earned the backing of a pair of high-profile unions Thursday, solidifying establishment support behind the Harvard professor's high-profile bid to unseat incumbent U.S. Sen. Scott Brown (R-Mass.).

But the impact of the endorsements of the SEIU and National Education Association could be blunted by a campaign agreement between Brown and Warren that would penalize campaigns who benefit from outside advertising on their behalf. The agreement, the first of its kind, requires campaigns to donate 50 percent of the cost of advertisements run by outside groups to a charity of their opponent's choice.

That means that the unions can't spend money to advertise on Warren's behalf without putting her campaign operation at risk.
