In 2010, one out of every five construction workers â€" nearly two million people â€" were out of work. Even now, the unemployment rate in the construction sector is 50 percent higher than the economy on the whole.
 
To put all of them to work requires either a broad or a massive investment in capital projects. A massive investment, like a huge push for new infrastructure, would almost necessarily come from the Federal government. But what about a broad one, thousands of businesses making upgrades, for example?
 
Private sector business contributes 75 percent of the American GDP, according to the Census Bureau, with households and institutions making up another 13 percent. Private industries accounted for 83.2 percent of the workforce in 2010 â€" a percentage that is growing in 2011.
