House Majority Leader Eric Cantor (R-Va.) offered a behind-the-scenes look Tuesday at the preparation that went into his “off-the-cuff” speech about President Obama’s jobs package that was sent to Congress Monday night.

Cantor’s press room tweeted out a picture highlighting a scratch sheet of paper on which the majority leader scribbled notes before an American Action Forum (AAF) speech Tuesday morning. The notes highlighted four topics to include in the speech including “new majority,” “change,” “POTUS plan,” and “thanks” â€" a reminder to thank the AAF.

Cantor’s communications director, Brad Dayspring, responded to s! urprise on Twitter that Cantor's speech had not been prepared in advance.

"[T]otally off the cuff," he confirmed.

“Speaking off the cuff means not from prepared remarks or a teleprompter,” Dayspring clarified in another tweet.

In the “POTUS plan” section of the notes, Cantor has a clearly visible reminder jotted down to address remarks made earlier in the day by the president’s top political adviser. Cantor wrote “Axelrod,” inserting quotes around “not an a la carte menu," alluding to a recent David Axelrod quote in which he said the president would not split up his $447 billion jobs package.

“It’s troubling, the message of all or nothing, take it or leave it,” Cantor said about Axelrod's quote, sticking to his handwritten notes.
