With the SEC and CFTC’s recent decision to extend the deadline for implementing many of the new rules that will impact over-the-counter (OTC) derivatives, the likelihood is that it may be at least another full year before market participants need to come into full compliance with the law.

While this added time will allow for a more seamless transition, it raises an important question: Once the rules are finalized, how will the agencies sequence their implementation to ensure they have the least impact on the efficient operation of the market?
