Rep. Chris Van Hollen (D-Md.) slammed Republicans on Wednesday morning for proposing their own payroll tax legislation in order to look good. 

They came up with this bill because they realized it "didn't sound so good" to oppose expanding tax cuts to the middle class, Van Hollen said on progressive Bill Press's radio show. 

According to Van Hollen, Republicans don't really want the payroll tax cut extension to pass.

"They're using this as the mechanism to draw a presidential veto on a bill they never wanted anyway," Van Hollen said. "It's designed to fail, so to speak."
