Jon Stewart is hardly the only public figure to bemoan severe partisan conflict in American politics. Some of the sharpest political divisions can be found in Congress, where (as scholars like Thomas Mann and Norm Ornstein have noted) the two parties often appear to prefer to engage in tit-for-tat battles to score political points rather than cooperatively enact good public policy or protect the rights of all lawmakers.
